Collaboration is a key component of Smart Policing and the National Institute of Justice has been promoting law enforcement/researcher partnerships in its grant programs for many years. Specifically, in 1995 the NIJ and the COPS Office sponsored the Locally Initiated Research Partnerships program to promote sound research and evaluation techniques as police agencies implemented community policing. This report evaluates the effectiveness of this program, as well as the partnerships developed as a result.
