
Intelligence-led Community Policing, Community Prosecution, and Community Partnerships (IL3CP) was first developed by the Rockland County, New York, District Attorney’s Office (RCDAO) as an innovative approach to public safety. Since its development, the COPS Office has provided the International Association of Chiefs of Police (IACP) with funding to explore the implementation of IL3CP in other jurisdictions. This report outlines IACP’s collaborative efforts with the Mesa, Arizona; Newport News, Virginia; and Saint Paul, Minnesota police departments and prosecutors’ offices over a 12-month period. Police and prosecutors found that IL3CP had a strong ability to improve communications, collaboration, and cooperation between their respective offices and encourage use of the IL3CP as a promising model for other agencies.
