The Hartford Police Department (HPD) hopes to improve police response to non-fatal shootings, as well as clearance of non-fatal shootings. HPD will utilize the SARA Model and a Shooting Response Team. The Shooting Response Team will engage in the following ways: assigning specialized investigators and enhancing investigative effort, adopting a victim-centric investigative approach, engaging in advanced specialized investigative training, and formalizing investigation protocols and peer review of cases.
